Patrolman Costigan was on foot patrol when a speeding vehicle passed him. Patrolman Costigan flagged a driver, entered the car and ordered the driver to follow the speeding vehicle. Their car collided with another motorist at an intersection. Patrolman Costigan was transported to the hospital and died due to a fractured skull several hours later. The crash was ruled as accidental by the coroner’s inquest and no one was charged.
