Bridging the Badge: Strengthening Asian American Community Trust in Law Enforcement
Asian Americans and Pacific Islanders constitute only about 2% of the nation’s law enforcement officers, a stark contrast to their significant presence in many urban communities. In recognition of Asian and Pacific American Heritage Month, we will examine successful strategies that have been implemented in various departments to promote the representation of AAPI demographics within their ranks and the communities they serve, including targeted outreach programs, mentorship initiatives, and partnerships with community organizations.

Victor Yang, Community Engagement Specialist, St. Paul Police Department
Victor is a graduate of Johnson High School, born and raised in St. Paul’s East Side and Frogtown Neighborhoods to refugee parents from the Secret War. He has a B.A. in Political Science from the University of Minnesota Twin Cities. Victor has over 10 years of community engagement experience, working with the AAPI community in Public Policy, Voter Education & Engagement, and Youth Leadership Development. He is also currently a Senior Organizer with Center on Civic Engagement.
Shane Liu, President, National Asian Peace Officers Association
Shane Liu joined the Department of Homeland Security in October 2001, he was selected to attend in the inaugural first class right after the terrorist attacks on New York City and The Pentagon on September 11, 2001. Shane supports the mission to promote confidence in our nation’s security on a daily basis. He takes pride in maintaining a professional relationship with law enforcement and the general public he serves on a regular basis in keeping with the highest traditions of the Department. He is currently stationed in the Washington Field Office. Additionally, Shane is serving his first term as President of the National Peace Officers Association. He has been on the board of NAPOA for 10 years.
Keng Her, President, Minnesota Asian Peace Officers Association
Keng Her is an officer with the St. Paul Police Department in St. Paul, Minnesota. He has served with the department for 12 years in various assignments including patrol, Mobile Field Force, and SWAT team. He currently serves with the department’s Gang and Gun Unit/Firearms Assault Support Team Unit (FAST Unit). Additionally, Keng is the President of the Minnesota Asian Peace Officers Association, an organization made up of members of Minnesota Law Enforcement agencies of Asian descent with the mission to bridge the gap between the Asian community and Law Enforcement to build trusted relationships and to foster talented individuals as leaders to promote Law Enforcement within our community.

Anna Muckenfuss, Director of Programs, National Law Enforcement Officers Memorial Fund
Anna Muckenfuss is the Director of Programs at the National Law Enforcement Museum. She has been with the museum since October 2018, and has served the organization in multiple capacities, including Visitor Experience and Education. Muckenfuss is also the host of the Law and Disorder Podcast on the museum’s Precinct 444 Network.
In 2017, Muckenfuss earned her Bachelor of Arts in Public History and German from Ball State University where she worked as a project fellow with the Ball State University African American Alumni Oral History Project for the University Archives. After graduation, Muckenfuss went on to pursue a Master of Arts in Museum Studies at Johns Hopkins University, which she completed in 2020.
In addition to her work at the museum, Muckenfuss serves as the Capstone Director for the High School Forensics Summer Camp at Georgetown University.
